I'm not sure how you're reading it, but it literally states 'that costs less than your total number of play point orbs' - i.e. N >>. So if you play it on curve, and you have a 5 drop in your deck (ALS, Hind etc.) it will pull one of those 5 drops. If you play it on 10, it will draw a 9 drop (Aegis).
So the description of the card goes like this:
"Fanfare: Randomly put 1 of the highest-cost Havencraft followers (excluding Aether of the White Wing) that costs less than your total number of play point orbs from your deck into play..."
So from this it makes it seem like it will always summon the highest cost card, therefore if you have 6 pp, and you have the only or any of the 6pp cards you have in your deck.. however this isn't how it appears to work. For me it often ends up summoning a card that is 1pp less than what I actually have in deck. I was wondering if anyone actually understood the mechanics of the card because it really isn't consistent with the description.
